Five starter decks shipped between OP16 and OP17, and they define the current meta everyone calls 16.5: ST31 Red Luffy, ST32 Green Zoro, ST34 Purple Katakuri, ST35 Red/Black Sabo, and ST36 Yellow Kid. Each one is an existing leader with five new cards bolted on, so the interesting part is those 25 cards. Here is every one of them and which ones are worth pulling into a constructed list.

Starter decks are budget products first. Most of a deck is reprints, and the value is a ready-to-play list under $20 rather than a competitive shakeup. But four of these five push a real archetype: ST35 gives Revolutionary Army a proper package for the first time, ST34 stacks Big Mom Pirates support around Katakuri, ST36 fills out Kid Pirates, and ST31 hands Red Straw Hats another DON!!-scaling curve. ST32 is the outlier, a Slash and Wano toolbox with no single standout. (Blue Kuzan's ST33 shipped in the same wave and is covered separately.)

What each deck adds:
  • ST35 Sabo builds the first real Revolutionary Army toolbox: Kuma, Koala, Karasu, Lindbergh, Hack
  • ST34 Katakuri adds heavy Big Mom Pirates support, topped by a 10-cost 12000 Charlotte Linlin
  • ST36 Kid supports Kid Pirates and Supernovas with Killer, Cavendish, Bartolomeo, Apoo
  • ST31 Luffy is a Red Straw Hat curve that pays off given DON!!: a 7-cost 9000 Luffy, Jinbe, Sanji, Brook
  • ST32 Zoro is a Slash and Wano toolbox: Zoro, Kin'emon, Oden, Mihawk, Rayleigh

  • ST31-004 Monkey.D.Luffy, 7-cost 9000. Gains [Rush] while you have 3 or more given DON!! cards.
  • ST31-002 Jinbe, 5-cost 6000 [Blocker]. On play, draw 1 and play a 1-cost Straw Hat Crew card from hand.
  • ST31-001 Sanji, 5-cost 3000. [DON!! x2] gives [Rush], and on play draws.
  • ST31-003 Brook, 2-cost 3000. Gains [Blocker] and +3000 on your opponent's turn with 3 or more given DON!!.
  • ST31-005 Thousand Sunny, 1-cost [Stage]. On play, look at 5 and add a Straw Hat Crew card to hand.
Dracule Mihawk (ST32-003)

ST32 Green Roronoa Zoro

Color Green. Archetype: Slash / Wano. The five new cards:

  • ST32-005 Roronoa Zoro, 1-cost 2000 [Rush: Character] that attacks a rested/low-power board off a Slash leader.
  • ST32-001 Kin'emon, 1-cost 2000. Rest a Slash leader or a DON!! to draw 2 and trash 1.
  • ST32-002 Kouzuki Oden, 5-cost 6000. On play, draw 1 and lock a cost-6-or-less opposing Character from resting.
  • ST32-003 Dracule Mihawk, 6-cost 7000. Draws and trashes when it becomes rested on your turn.
  • ST32-004 Silvers Rayleigh, 4-cost 5000. Gains [Rush: Character] under a Slash leader.
Charlotte Linlin (ST34-004)

Color Purple. Archetype: Big Mom Pirates. The five new cards:

  • ST34-004 Charlotte Linlin, 10-cost 12000. On play, DON!! -4 and trash 1 to add a card to your Life.
  • ST34-001 Charlotte Katakuri, 5-cost 7000. Triggers when a DON!! returns to your DON!! deck under a Big Mom leader.
  • ST34-002 Charlotte Cracker, 4-cost 5000. On play, ramp a rested DON!! under a Big Mom leader.
  • ST34-005 Baron Tamago & Pekoms, 3-cost 4000. When attacking, DON!! -1 to K.O. a 2000-power-or-less Character.
  • ST34-003 Charlotte Brulee, 1-cost 2000. On play, look at 3 and add a Big Mom Pirates card to hand.
Bartholomew Kuma (ST35-005)

  • ST35-005 Bartholomew Kuma, 5-cost 5000, +3 cost. On play, give a rested DON!! to your leader and play a Character.
  • ST35-004 Koala, 7-cost 6000 [Blocker], +1 cost. On play, give a DON!! and play a Character.
  • ST35-003 Karasu, 3-cost 4000. When attacking, trash 2 off your deck to punish an opponent holding 7 or more cards.
  • ST35-002 Lindbergh, 4-cost 4000. On play, give an opposing Character -3000 for the turn.
  • ST35-001 Hack, 4-cost 4000 [Blocker].
Eustass"Captain"Kid (ST36-005)

Color Yellow. Archetype: Supernovas / Kid Pirates. The five new cards:

  • ST36-005 Eustass Kid, 6-cost 7000. Once per turn on an opposing attack, flip a Life card face-down to buff.
  • ST36-002 Killer, 4-cost 6000. On play, add a card to your Life under a Kid Pirates leader.
  • ST36-001 Cavendish, 3-cost 3000. On K.O., trash 1 to add a card to your Life.
  • ST36-004 Bartolomeo, 1-cost 2000. On play, trash a Supernovas card to draw 2.
  • ST36-003 Scratchmen Apoo, 4-cost 4000.

Which of These See Constructed Play

Rank them by how much they change an existing deck. ST35 is the one to watch: Revolutionary Army had scattered cards before and no cohesive plan, and Kuma plus Koala give the color pair a way to cheat Characters into play while feeding DON!! to the leader. ST34's Big Mom pieces slot straight into existing Linlin and Katakuri shells rather than starting a new one. ST36 Killer and Cavendish reward a dedicated Kid Pirates board, which is a narrower ask. ST31's Straw Hat cards are efficient but compete with a deep Red card pool that already runs well. ST32 is the least likely to move constructed at all: good cards, no clear home.

The practical read: if you play Revolutionary Army or Big Mom, ST35 and ST34 are worth the pickup for the singles alone. For everyone else these are what they say on the box, a cheap way to learn a leader.
